Making changes (for the better) to your New Homes Builder Program We’ve upgraded the program to give you more flexibility and more savings. Code Plus certification—the flexible way to start the program The perfect transitional option for builders who aren’t quite ready for ENERGY STAR version 3.2 certification, Code Plus offers a little bit of flexibility. While Code Plus homes will have the same energy efficiency as ENERGY STAR v3.2 homes, they will not qualify for ENERGY STAR certification because they may not meet the prescriptive insulation requirements. With Code Plus, you can:Receive BGE rebates.Differentiate your business in the marketplace as an energy-efficient builder.Technical support and training to help you meet program guidelines. When you're ready, we're here to support you in reaching ENERGY STAR v3.2 certification and the added opportunities you’ll enjoy. Making the new rebates even more rewarding These updates are designed to strengthen our support for your energy-efficient construction, with a growing focus on electrification and high-performance homes. We are:Increasing heat pump rebates: The program is introducing a new tier for heat pumps with adjusted HSPF2 and SEER2 criteria, along with a higher $1,000 incentive. To qualify, units must meet a minimum SEER rating of 16.9, but the heating criteria are lowered to 8.2 HSPF. Higher-efficiency units also qualify. Starting on January 1, 2026, the old $450 tier will be discontinued.Increasing heat pump water heater (HPWH) rebates: The program will raise the incentive for heat pump water heaters to $1,500. This adjustment reflects consideration of builder incremental costs and acknowledges the positive impact of HPWHs on the HERS Index. Installing an HPWH can significantly improve modeled home performance, making it easier for projects to achieve Code Plus.Increasing all-electric rebates: Homes that meet ENERGY STAR NextGen criteria will qualify for a $3,000 bonus on top of the v3.2 rebate. This is an increase over the current $2,000 bonus.Sunsetting air conditioner rebates in 2026: The program will discontinue incentives for central air conditioners effective January 1, 2026. This change aligns with the upcoming phase-out of ENERGY STAR certification for air conditioners.Certification LevelHouse TypeMaryland Code Plus ENERGY STAR® Version 3.2 ENERGY STAR® NextGen All-ElectricSingle-family Detached$1,250$1,950$4,950Townhouse or Duplex$750$1,400$4,400Two-on-Two Condo$550$675$3,675Multi Family Low Rise$400$600$3,600Optional UpgradesBonusHPWH$1,500Heat Pump 15.2 SEER2, 8.5 HSPF2$450Heat Pump 16.9 SEER2, 8.2 HSPF2$1,000CAC$200HVAC Grade I Install, ACCA 310$150TSTAT$75Homes that meet NextGen will qualify for the $3,000 bonus.
